Promotion (31)

The FA are planning to increase the number of step 4 leagues from 4 to 5 each with 22 clubs. This means that 30 clubs from step 5 will be required to move up to step 4. Once all teams are known, then the clubs will be allocated to divisions to give the best geographical fit. The Northern Premier will administer one league and the Southern and Isthmian leagues will each administer two of these leagues

Relegation from Step 4

The clubs occupying the bottom place in the Isthmian League Division One, Northern Premier League Division One, Southern League Division One East, and Southern League Division One West will be relegated together with the three 2nd bottom clubs with the worst points per gane record. These 7 clubs will be placed into a Promotion/Relegation Pool and allocated to the most geographically appropriate league at Step 5.

Promotion from Step 5

The following procedures will apply for season 2005-2006:

a.    Clubs wishing to be considered for promotion from Step 5 to Step 4 must make application to The Football Association by 30th November 2005 in accordance with current National League System Regulations.

b.    Clubs wishing to be considered for promotion must meet a minimum acceptable standard with regard to facilities. Therefore, in order to be considered for promotion, clubs must achieve the proposed new Grading Category E by the 1st April 2006.

c.     Between the 1st December and 1st March all clubs will be graded and advised of any works that need to be carried out.

d.     At the conclusion of Season 2005-2006 a club, in order to be considered for promotion, must finish in 1st, 2nd or 3rd place in their Step 5 League. In certain cases clubs finishing in 4th or 5th places may be considered as being eligible based upon geographical circumstances. 

e.    If there are insufficient step 5 clubs that have applied and met the necessary ground grading requirements, then the clubs in the bottom places of step 4 will be reprieved. This will be done on a points per game basis.
