The clubs occupying the bottom 2 places in each of the step 4 leagues will be relegated. These 10 clubs will be placed into a Promotion/Relegation Pool and allocated to the most geographically appropriate league at Step 5.

Promotion from Step 5

 The following statement was released by the FA on 24th November 2006.

  • At the FA League’s Committee meeting on 23rd November agreement was reached in respect of STEP FOUR of the NLS and the following agreed statement was issued;
    ‘It was agreed that there will be SIX Divisions at Step 4 from Season 2007-2008, two of which will be administered by the Northern Premier league and that each of these two divisions will consist of a minimum of 18 clubs.
    To achieve this no more than three clubs from any league at Step 5 will be promoted, except with the permission of the league concerned.
    In order to be considered for promotion clubs must achieve Ground Grading Category E by 31st March 2007. The League’s Committee will appraise the situation at its meeting on 21st February 2007.
    This decision is subject to approval by FA Council.’

This means that at least a net extra 12 clubs are required to move from step 4. If the teams in relegation positions are reprieved, this means 12 clubs to move up from step 5. If normal relegation operates, then 22 clubs will move up to step 4.

This was the procedure prior to the above announcement:

  • The clubs in the bottom two places in each of the five divisions at Step 4 will be replaced by the ten most suitable clubs from the leagues at Step 5 as determined by the Leagues Committee. Each of these leagues will nominate the club finishing in 1st position subject to meeting the entry criteria and wishing to be considered for promotion.

  • In the event of the 1st placed club not being nominated, the club finishing in 2nd position can be nominated subject to the same criteria. Both the clubs relegated from Step 4 and the clubs to be promoted from Step 5 will be placed in a feeder pool and allocated to the most geographically appropriate league.

  • In the event of there being in excess of ten eligible clubs seeking promotion from Step 5 it may be necessary to arrange a series of play-off matches, the procedures of which will be determined by the Leagues Committee.

  • Clubs seeking promotion from Step 5 to Step 4 must make application in writing to The Football Association, copied to their existing league, by 30th November in the relevant year. The application must be accompanied by the agreed grading fee, as determined by the Leagues Committee, which is non refundable. The FA will arrange for ground grading visits to take place before 31st March in the relevant year. A final list of clubs eligible to be considered for promotion will be published by 15th April.

  • Final promotion will be subject to the criteria outlined in the paragraph above
